Question about directions

Hi Teachers.

Mi questions are

1. 'Circle the letter of the best option' is correct or there is a better one.

2. Is it the same to say, 'circle the letter of the best option', 'circle the letter of the best answer', and 'circle the letter of the correct answer'?

Instructions: express two actions at the same time in the past.
