Question about 'coldness'

Hi Teachers,
According to this sentence, 'My grandmother always wears a heavy jacket because of the coldness of the winter'.
Could these be explanations to the word 'coldness' in the previous sentence?
Both of them?
a. cold temperature
b. low temperature

Either answer is not acceptable. Coldness is the state or condition of being cold.
As an aside, this word often collocates with the adjective icy thus:
My grandmother always wears a heavy jacket because of the icy coldness of the winter.

*Low temperature is the right term, not ‘cold’ temperature.
