Question about cleft sentence or noun clause and adj clause? Thanks

I was reviewing grammar about cleft sentences and reading the two following sentences categorized as cleft sentences in the exercise of the textbook. As far as grammar is concerned, sentence one looks like a noun clause. It is similar to “ it is important that we have to study English.” The second sentence could be an adjective clause. If you have another explanation, please share it with me. Thanks.
