Question about a traffic law with unique grammar structure

The statute reads:

A vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety.

It is the first sentence that my friend has been given a ticket for; crossing the fog line on the highway.

I would like to know about this phrase "as nearly as practicable." Does this phrase modify "shall?" converting mandatory language into directory language. Does the phrase "as nearly as practicable" modify the word "entirely". Can someone tell me what exactly this sentence means? Thank you.
