question about a sentence

hello, guys!
i've got a question about this paragraph..

The CCIA bases its argument for apportionment on the question of what the proper "article of manufacture" should be with respect to which a disgorgement of profits can be sought.

1) Does this mean the CCIA used its argument for supporting apportionment ?

2) then, what does the part "on the question of what the proper~sought" modify?

i'm trying.... but it's so confusing

Yes. 'For'apportionment, not 'against' apportionment.
