Question-a news content

1)The government is going to ban/put a ban on application/usage on electric bicycle.

put a ban/ban,which one is better in the content ?

Application/usage,which one is right in the content ?

What is the difference between application and usage ?

2)Reeling of criticisms of 'harbouring' reckless drivers,bus companies have proposed that they be allowed to deduct the salaries of errant drivers to pay up traffic summonses.

What does 'reeling' mean here?Does't make sense to me.

What is meant by 'harbouring' here,it's got a ' ',that means it has special meaning.

I'm of the opinion that both application and usage are redundant there so I'd simply say The government is going to ban/(put a ban on ) electric bicycles/(or the electric bycicle) To me, "usage" refers to the process of using something whereas "application" indicates a way to use something. In this sense, "application" is similar to "use", I think.

1. The verb is harbour and it means "to protect someone who has done something wrong".

2. "Propose" is possibly more formal than "suggest", especially in legal documents, otherwise there's no difference between the two verbs.
