It means he speaks perfectly.Firs-rate means-->excellent.So he must be very good at givin' an impeccable speech.Am I right?

Ok, "witty" means clever,"introduction" means meeting,or introducing oneself (it depends,I dunno how the sentence that u told was used in the passage) "firs-rate" means excellent. As far as I'm concerned I mean to my way of thinking this sentence means "It's quite obvious that he is very good at speaking cos he made an impressive spee
