Question

I don't understand here something.. if they speak about the US, so a big and grave power outage can take place, so why the next sentence talking about "the whole modern world"? someone has an idea?

What if it were a big power outage? Like if some bad guy were to take down the whole power grid? if that happened, well pretty much the whole modern world would stop working.
