If it's part of a sentence, then how much it would cost to train here for three weeks is correct:

I need to know how much it would cost to train here for three weeks. (Note the period at the end.)

This is not a question. It is a statement which indicates that you would would like an answer, but still a statement, so the "it" comes before the "would".
