when we come to questions about the past and the truth at the same time, what tense should be used? for instance:

2. How is the Earth made?

what tense do you suggest to be used in this question?

"was" seems better to me, assuming that you are referring to the processes by which the Earth was created. (If you are asking about the composition of the Earth then you can say "What is the Earth made of?")
