I have an old edition of Webster's Dictionary (1987). If I look up "enquiry" the dictionary directs me to "inquiry". I found the same results in several online dictionaries. So it seems as if the two spellings are interchangeable. But you are correct, Tanit, because when I try to find it in the online Merriam-Webster it's not listed.
