Question

A recent Australian study reveals that some hospital patients still have more than one chance in 10 of becoming infected after surgery and with a growing number of antibiotic resistance bugs, experts fear a looming crisis.
We've seen resistance go from virtually nothing at the beginning of the 90s, to upwards over 20 per cent now and if we continue to use antibiotics at the current rate we expect to see rates as they are found in other countries like 50 per cent or 70 per cent.

What is the meaning of go from nothing at the begining?to upwards means till now?
