"Search and rescue" is a common phrase meaning pretty much what it sounds like: that an individual or group of people are attempting to find and then rescue a person or thing. It's often used in reference to mission, usually in a military or law enforcement context. I would then assume that to "take the 'search' out of 'search and rescue' " would be to minimize the amount of time it takes to locate whoever or whatever needs rescuing.
