question

We faced the dilemma of being drenched in the downpour while we covered our boat or having to bail water out of the boat after the rain had ceased.

why it is ..said while we covered our boat..not while we cover our boat?or while covering our boat?....would the meaning change if it was said....> we faced the delima of being drenched in the downpour while we cover our boat.

and why it is said.......after the rain had ceased not after the rain ceases or after the rain ceased?

can anyone explaine me that.....i have really mixed up
