Not until the wind dies down ____ allowed to set off.

Top answer

d is correct. "Not until the wind dies down" is an adverbial phrase, which modifes the main clause - "the ships will be allowed to set off". In this version of the clause, you can see that "will" is necessary because it indicates future tense.

If you are to use question word order in the main clause, there is another condition that has to be met. The adverbial clause has to be restricting or negating the meaning of the whole sentence. "Only two days earlier, the ships set off", but "Only after the wind had died down did the ships set off."
