The determiner 'several' can only be used in affimative sentences, right?

I wouldn't say that.

eg He did not return several books to the library.

eg He did not answer several questions on the test.

So, 'several' for affirmative and negative sentences, right?

Can it also be used for 'yes and 'no' questions?
