Quesion - liberal /in any direction

Here the speakers says "liberal", I'm not sure if in this context, it means to maybe "a liberal person"? or "liberal perception"?

Second doubt is for "in any direction" maybe the meaning is "change that works in all directions"? it's very unclear, thanks for helping
