Query about the word Bias

Sentence: "Whenever i fought with my friend my mother was biased to her?"

Since, the second part of the question, "Was biased..." is in past continuous form, why is it so?

It is not continuous. It is simple past, as in the following sentence:

My mother was nice to her.
