Quantity of uncountable noun?

Hello,

Can "quality" be used for uncountable nouns?

For example,

The quality of communication was excessive.

Or is it only for countable nouns?

Thanks.

Everything has qualities: one quality of sugar is its sweetness, a quality of water is its wetness, and the quality of mercy is not strained.
