Quantifier problem?

hi there

what is the best option for the question below? only one option is accepted as correct.

........ deaths resulting from alcohol related car accidents is highest during the Christmas.

plenty of
a lot of
many
a number of
the number of

I think this question is wrong.  I guess the number of is the best option for the blank but what about others? what make the others wrong? thanks.

by the way, death is a countable noun so deaths are plural. but in this question aux. verb is "is" not are. why?
