Quality

Hey everyone,in dictionaries Quality is a noun but sometimes I hear people say something like,"It's a quality ring,you should buy it",if I had to guess,I'd say it means,"the ring has a good/excellent quality" and so forth;Is my guess right?I mean could it also be used as an adjective?
