qualifying circumstances

I note from a dictionary that the word "allowance" has the meaning of "an amount added or deducted on the basis of qualifying circumstances".

Can you please advise what "qualifying circumstances" mean?

Thanks,

Vincent

'Qualifying circumstance' just means some specified condition or term (usually of a contract)-- a travel allowance , disablement allowance, or subsistence allowance or for example.
