Q7: Using the present continuous with 'today'

Hello again..  Emotion: smile

There's a sentence:

(A girl says): I'm wearing my favourite skirt today again because I like it. 

(Does that mean that she's wearing that skirt at the moment she says "I'm wearing ..."? Or Does that mean she isn't wearing at the moment (right now) and that the action of her wearing that skirt will happen at some time today?)
