Q34: 'paying somebody's compliments to somebody' - what does it mean, teachers?

Hello teachers,

What does 'pay my compliments to your father' mean? I also sometimes hear 'remember me to your, say, father or mother'. Do these ('paying somebody's compliment to somebody' and 'remembering somebody to somebody') mean the same thing?
