Q2: They won't agree (to/with) it

Hello dear teachers, 

I want to ask you a few things about the following sentence, please.

The sentence is: They won't agree to it.

1) Why is 'to' used in that sentence? Is it correct to use 'to'? I'm asking you this because I've learnt that we use 'with' with 'agree', so shouldn't that sentence be "They won't agree with it"

"agree to something" means to consent to a plan, suggestion, etc.
