Q15: 'could not help laughing'

Hello, 

Please tell me what 'I could not help laughing' mean? Does it mean I couldn't control my laughter or I could not stop myself from laughing?

If I say 'I could not help laughing when I saw Jane spilt tea all over his boyfriend', does it mean 'I couldn't control my laughter or I could not stop myself from laughing when I saw...'?

Also, is it possible for us to use this for present or future sense?
For eg, could we also say 'I can't help laughing whenever I see her dog chasing his tail'?

In my opinion, the more accurate meaning is I was unable to prevent myself from starting to laugh. Nevertheless, once you've started to laugh, it's a matter of not being able to prevent yourself from continuing to laugh as well.
