For some reason, the following just doesn't sound right to me.
"well educated" sounds more like an adjective to me in "will be well educated". It sounds more like part of the verb phrase in "will have been well educated". That gives the second grouping a greater sense of finality, as in "By 2030 we will have finished the job of educating most Egyptians".
