Can you put together ''and'' and as well as in a sentence..

McCain in the 3rd and last debate did!! He said talking about Americans '' They're innocent victims of greed an excess on Wall Street and as well as Washington DC.''

Looks like it's ok to, I don't know!!! What do you teachers think.
