Apply to means to be suitable or relevant to. Consider the sentences "The theory only applies to finite numbers. The other theory doesn't apply." In this case it means you can't use it, it's not relevant to that. Apply with an object "apply your mind" means "make use of." Apply to without an object, means to be suitable or relevant.
