Puts up/on her Christmas decorations

Every year on Dec. 1, Patsy puts up her Christmas decorations.

HI,
Does "puts up" in the above amount to "puts on" and "hangs her Christmas decorations on the Christmas tree?" Thanks.

No. Everywhere except on the tree-- the wreath, the outdoor lights, etc. However, the tree may be one of the 'decorations' referred to here.
