Put these conjunctive adverbs anywhere appropriate in sentences?

Hi. I think we could put conjunctive adverbs like "however" at the front, at the end, and in the middle of sentences if and where appropriate. Having said that, do you think we could put these somewhere in the middle appropriate (not sure, I wrote the question correctly)? Could you check the following (my work)?

1.not withstanding

Could we write this?

This decision, not withstanding the ones he made (has made?) in the past, does seem to warrant a second opinon.

2.on the contrary

Could we write this?

This decision, on the contrary, doesn't seem to warrant a second opinion.

3.by and large

Could we write this?

The consensus this time is by and large unanimous.

4. at least

Could we write this?

They don't have the majority on the item that was put on a vote but it might be worth to mention that at least they have some votes in favor of it.
