Put out shoots, stage rigging

What does it mean exactly when a plant puts out shoots? And if I'm talking about seeds, would the word 'sprout' sound natural when I want to say that they start growing.

2)

What does 'stage rigging' mean? Is it the ropes that hold up a stage?
