There was a burglary. A few people broke into a house of a certain woman, stole some things and kidnapped her.

The sheriff put out an APB (All Points Bulletin)but they heard nothing yet.

What did actually the sheriff do? Did he call some other police departments, send them something, etc. Does APB has something to do with the kidnapper or the person kidnapped?
