put on notice?

I see the use of "put sb. on notice" as in the following example:

"In veiw of the recent crimes which have occured in this community, the police hereby put all the inhabitants in this community on notice of the following matters: 1. keep on the alert of strangers, 2. call the police if there is a suspect.... ..."

I think "put sb. on notice" is a formal way to say "notify sb.". am I right?

thank you.
