Put my finger on someone?

I heard the following sentence on a tv show and I've been wondering if it's okay to say put one's finger on someone ? If so, could you tell me it's exact meaning?

"Sure there's someone around here who could help with that but I can't quite put my finger on him."

Thank you in advance.
