Put last name after Dear

Dear Sir/Madam,

When writing email or letter, is it appropriate to put both first and last names together after Dear? For example if I am writing to Jason, is it odd to use Dear Jason Lee? My practice is just using first name. Please advise.

Say 'Dear Jason' if he is your friend, or if he has told you to call him 'Jason'.



Say 'Dear Mr. Lee' if not.
