put article in front of it?

Hi,

I have this word 'system' that I found while looking at a medium-range plan of some organization. Should it be 'system' or 'the/a system'? My dictionary says it is countable but I seem to see a lot of uncountable usage.

Under the heading (or sub-heading) of "5-year reform plan", it is written among others in what looks to be point form:

Changing faculty tenure system and granting distinguished professiorship
