Put another way

Some communications experts bemoan the growth of social networks as users increasingly satisfy themselves with posting superficial observations and information disconnected from meaning or purpose. Put another way, socializing over the Internet fosters shallow relationship.

Is "Put another way" right in the above context? Is it better to reword it as "To put it another way?" Thanks.

But the short form in the base sentence is not grammatically correct to me. Namely, is "put" a verb or a past participle? Who is the subject of "put?"
