How often do you use 'put a question to someone'? I've never heard of it, but my dictionary says it's a synonym for 'ask someone a question', but it's only used for formal situations. For example, can I use it in this situation. A conference is being held. I ask a manager a question "Will I be able to put a question to the president after the conference"? Thank you.

Yes, your understanding is correct. It's uncommon and rather formal.
