The verb "put" has the same form for past and past participle.

If a sentence has been written like - They put the flowers in a vase.

What shall I interpret about the tense?

Is the above sentence in simple past or in simple present?

Yes, but put can't possibly be a past participle in your sentence, so I think you meant to say that the past tense and the plain present forms are the same.
