"pursuant or "pursuant to"

Is the word "to" necessary after the word "pursuant" in a sentence?

For example, is the following sentence improper?

"The deposit shall be released at the closing pursuant paragraph 14."

Is it necessary to state "...pursuant to paragraph 14."
