Purpose; pursue

Hi,

A global company can be further described as one that pursues either a strategy of serving world markes from a single country, or one that sources globally for the purposes of focusing on select country markets.

1) Does 'pursue' here mean simply 'adopt' or 'continue using over a long time'?

My dictionary gives me the second, but in this paragraph (from a textbook) wouldn't whether a company tries to use the strategy over a period of time be irrelevant?

2) Why 'purposes' but not 'purpose'?

I'd say it's a combination of both. Whether they continue for a long period of time doesn't really change the meaning. If they go out of business a week or a decade after they started, the statement would still be true.
