Pure theory?

Does anyone know what is "pure theory" in the following paragraph please? Thanks in advance!

"But his (Maxwell's) most ambitious project was pure theory. It had been observed that electric current and magnets were closely related, and Faraday had explained this by using some very intuitive ideas, but he had not been able to translate them into formulas."
