I am taking a transcription course, but I disagree with some of the answer key's punctuation. We are not to add or take away any words.

Do you have any references on rules? I haven't found an internet source regarding this.
My main question is:
When listing 3+ objects, incomplete phrases, or clauses in a row, but excluding the "and" or "or" in order to properly join the last clause, is it proper to indicate that with a semi-colon?

I see no need for a semicolon. I would punctuate it as in the answer key, except for the first comma (after 'that'), which I would omit.
