Punctuation rules in Europe

I'm working with a client in Switzerland but the piece is in English. In regard to use of quotation marks with other punctuation, are there differences in the rules? For example: in Europe is it permitted to place commas and periods outside of the quote marks, or should they always be inside the quote marks as in American English?

I would imagine that in Europe, the rules for English would follow British or American usage. There may be a tendency for British usage. I'm not sure.

I was agreeing until I got to the part about it being logical. The American insistence on the period and comma inside defies logic.
