Punctuation question, comma

Should I use comma in these sentence or no:

The man, who happens to be married to the woman, is my friend.
Those are the officers, who happen to be living next to me.

This is what my friend has told me, but I'm suspicious because as far as I know, using the comma in a sentence like "The man, who happens to be married to the woman, is my friend." means that I can ommit the sentence that's in between the commas and the sentence will still sound correct, I don't think that the sentence "the man is my friend" is correct.

As for the second sentence, using the comma here means that "who" is used as a conjunction like "and, for, so, etc.." while I'm using it as a relative pronoun to introduce an adjective clause. Plus, if I'm using "who" as a conjunction, should it be connecting to independent clauses?

Sorry for any grammar mistake and sorry if I explained things wrong, I said what I know, and I hope my explanation makes sense.
