Punctuation question

When should I use comma, and when should I use dash?

My examples:

This guy-the one who always complains-is coming to the party? OR
This guy,the one who always complains,is coming to the party?

And did I add the additional details correct? or formed my sentences correctly?

Thanks.

The second sentence is correct. Since it has a question mark at the end, I presume you want it to be a question. I'm not sure what your question is about the first sentence.

The rules about when to use a dash or when to use a comma are not always very clear. Often it depends on the interpretation of the writer. The dash is often used to mark an abrupt break in the thought of a sentence.
