Punctuation inside quotes

Shining raised an eyebrow. “He called you ‘Highness’…”

I know that generally all punctuation should be inside quotes—except certain circumstances—but should the single quotes around 'Highness' be after the ellipses or not?

That's what I usually go with as well. I just didn't know whether or not it would apply with an ellipses.

There are a variety of rules, and it depends on the type of punctuation as well as the sentence structure.

For example, the placement of a question marks depends upon whether the question is asked in the quote, or outside.
  1. She asked, "Will you still be my friend?"
  2. Do you agree with the saying, "All's fair in love and war"?

I understand that. But I was just asking in this particular case. Overall I just wanted a couple more opinions on the matter, because I'm editing for someone and came across it.
