If you are talking about the children's book's cover, (the cover of one book belonging to several children) then your punctuation is correct. If you are just talking about books (plural) that belong to the children, it should be "the children's books".

What is the full sentence?

The children's book's cover is badly torn? Yes.

Look at the large number of children's book's? No.

Never form a plural of a common noun by adding an 's.
