We don't need a comma before a preposition, but we do when introducing a new clause by a conjunction. I want to say that it's chiefly depended on the expression that comes after 'etc.' which determines we need a comma or not. If we have a (to be/modal) verb or conjunction after 'etc.', we do need a comma between them.
